Job Title:                         Human Resource Manager

Basic Function:

Our growing Operations Services (OS) Practice Area is seeking an experienced Human Resource (HR) Manager who can collaborate with OS and field Management to build an employee oriented, high performance culture that emphasizes customer service, empowerment, quality, productivity, collaboration and fun, with a superior diverse workforce. The HR Manager supports the OS’s strategic intent through Human Resources policy, program, and practice administration and activities, which may include planning, organizing, developing, implementing, coordinating, and maintaining. This position functions as a HR Generalist that serves as a support to the OS field operations and consultant to OS management. The position requires close coordination with OS and field management, and ensures overall company compliance with federal, state, and local employment laws, personnel policies, and company standards. The areas of expertise and support include: employee relations, talent acquisition/hiring, HR policies/procedures, record management, compensation/payroll, benefits, full talent management life-cycle, worker’s compensation, HRIS/HRMS administration, HR data compilation /reporting, and overall HR life-cycle. The ideal candidate for this position possesses an in-depth knowledge and understanding of employment regulations, a high degree of confidentiality and sound judgement along with the ability to provide objective, fact-based advice and remain calm during stressful situations.  The primary areas the HR Coordinate will support include, but not limited to:

  • Airport Food & Beverage Concessions
  • Valet/Parking Services
  • Facility Management Services
  • Rental Car Prep & Shuttle Operations
  • Misc. Airport Operations Services

The position will be located in the Jacobsen|Daniels office in Ypsilanti, MI

Primary Accountabilities:

  1. Manages overall employment activities for full-time, part-time, and intern employee groups (union and non-union labor) within the OS Practice Area
  2. Maintains high standards of confidentially of all OS employees’ records and information as well as relevant company and management information
  3. Maintains current knowledge of employment laws and HR best practices to ensure regulatory compliance covering the areas of labor relations, EEOC, employment, wage and hour, safety, workers’ compensation, etc. 
  4. Understands and follows applicable company practices, policies and procedures as well as ensures employees and supervisors are also compliant with company policies, procedures and government regulations
  5. Practices the company values and promotes a professional, respectful, and fun culture
  6. Seeks HR leadership guidance on complex HR issues, sensitive situations, and/or as needed to effectively handle day-to-day matters
  7. Maintains effective communication with peers, supervisor, and internal/external customers as necessary
  8. Professionally and diplomatically responds to HR inquiries and requests
  9. Participates in the development, review, implementation and interpretation of human resources policies, practices, procedures, and programs in accordance with the company’s strategic direction and legal requirements
  10. Addresses routine employee relations inquiries and appropriate-level union grievances. Provides guidance, coaching, and facilitation to leadership and employees in the appropriate resolution of employee-relation issues and work-related problems, as needed, ensuring a balance between employees needs and organizational goals. Represents the organization at appropriate level personnel-related hearings
  11. Under direction, promptly investigates and resolves serious workplace complaints and issues consistently and in compliance with company guidelines, collective bargaining agreements, and employment laws; maintains appropriate and necessary documentation and reporting
  12. Oversees full lifecycle of talent recruitment processes to ensure the ability of the organization to attract, select, develop, and retain talented employees. Coordinates full cycle recruiting and on-boarding process; manages all training and development activities; advises employees on career development; administers performance review program to ensure effectiveness, compliance, and equity with organization, and; supports succession planning efforts
  13. Coordinates company-wide employee and/or supervisory training on HR-related topics i.e. harassment/EEOC, diversity, safety, performance review, interviewing, etc.
  14. Administers salary administration program, telecommute program, and any other HR-related programs to ensure compliance and equity within organization
  15. Collaborates with management to create, review, and update position descriptions and company organizational chart
  16. Manages all employment separation activities, including separation notices, benefits, and company property retrieval. Conducts exit interviews, analyzes data and makes recommendations to management for corrective action and continuous improvement
  17. Maintains compliant human resources system including personnel records, HRIS/HRMS systems and all other electronic data files
  18. Administers employee paid and unpaid leave administration in accordance with company policy and government regulations
  19. Coordinates with approved, contracted HR vendors to administer employee services, such as background/drug screenings, or recruitment services, etc.  Assists with identifying and vetting new HR vendors, as needed
  20. Regularly ensures accurate and timely completion of payroll entry and administration
  21. Manages day-to-day benefits administration; coordinates benefits open enrollment, and; serves as a liaison between employees and insurance carriers to resolve problems and clarify benefits
  22. Performs worker’s compensation process administration; ensures compliance; monitors and tracks loss time reports, and; assists, as needed, with investigation of workplace incidents and accidents reporting
  23. Conducts wage surveys within geographic labor markets to determine competitive wage rates, as required
  24. Maintains and updates company Employee Handbook and field operations SOPs
  25. Compiles HR data, performs audits, and prepares documents/reports, as required and/or requested
  26. Completes assigned tasks in an efficient and timely manner
  27. Performs other projects and duties as assigned by the VP of OS.

Desired Qualifications and Experience:

Four-year degree is required. A Bachelor’s degree in Human Resource Management, Labor Relations, Industrial/Organizational Psychology, Sociology, or Business Administration/Management is most appropriate. Graduate degree in related field is desirable. At least ten (10) years progressively responsible Human Resources experience in both a union/non-union environment. Demonstrated experience in Employee/ Labor Relations; HR record-keeping, compliance, and reporting; talent management administration; payroll and benefits administration; policy and handbook development; employee and management training/development, and; talent sourcing and recruitment. PHR or SPHR Certification preferred.

Knowledge, Skills, and Abilities:

  1. Ability to maintain a high degree of confidentiality and discretion a must;
  2. Demonstrated ability to administer good judgement, maintaining professionalism, calmness, and objectivity; 
  3. Extensive knowledge in federal state, and other governing employment laws and regulations as well as demonstrated resourcefulness to learn and remain current on governing federal, multi-state, county, and local regulations;
  4. In-depth knowledge and understanding of employment compliance and record-keeping;
  5. In-depth knowledge and understanding of payroll, compensation, benefits administration, policy/ handbook, performance management, EEO management, safety/worker’s compensation, talent recruitment administration, and general day-to-day HR operations;
  6. Ability to develop and administer employee orientation as well as instructor-led and online trainings;
  7. Ability to effectively communicate HR-related matters both orally and in writing with employees and management; 
  8. In-depth knowledge of union labor relations and collective bargaining agreements;
  9. Strong attention to detail with high quality standards; documentation and organization skills;
  10. Extraordinary interpersonal skills a must; 
  11. Ability to perform and adapt in a fast-paced fluid environment;
  12. Ability to meet deadlines as directed;
  13. Ability to effectively handle multiple projects at once and prioritize tasks;
  14. Demonstrated self-starter with strong critical thinking/analytical skills, excellent follow-through and execution;
  15. Ability to interact in group settings, using judgement and discretion, and to always represent the company in the desired manner;
  16. Ability to work with multi-cultural and diverse individuals/teams;
  17. Excellent computer and software application skills (Word, Excel, PowerPoint, HRIS/HRMS, Payroll, Talent Management), and;
  18. Ability to attentively listen, learn and effectively apply new information and skills.  


Working Conditions:

While performing the duties of this job, the employee is regularly required to stand, walk, and sit for long periods of time; bend; use hands to finger to manipulate (write/type), handle, or feel; reach with hands and arms, and; talk and hear. The employee must frequently lift and/or move up to ten (10) pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral visions, depth perception and the ability to adjust focus. May be required to travel occasionally as needed to company subsidiaries and satellite/client offices to conduct due diligence.  Periodic weekend or evening work is expected.
